it's so Doctor Who would know what kind of car had hit his tardis whilst travelling in time ..lol

Because when Doc went to the car dealer to purchase the Delorian it came with head lights. Plus the lights are useful when driving around Hill Valley at night no matter what year it is.

If he was stopped by a cop he might explain the "alterations" but no head lights would be a different matter. Remember the first time travel experiment? At the twin pines shopping mall? At 1.15 am? In the middle of the night?

It is a movie! If you really pay attention there are a lot of things in movies that don't make sense and logically couldn't work that way in reality.
