is it legal for an interviewer to make a copy of your driver's license before you even get the job?

Yes, I knew all that, but they are not allowed to get this information until after you are hired. (I thought) This was strictly an interview.

Yeah, they'll want to verify your ID and legality prior to hire. Why are you so concerned about it?

Yes it is, They do that so they can get information on you, Alot of places do that to run a background check and they ask for all kinds of information, such as d.l number and so forth. So no worries!
