I believe that this a state by state option and that there is not any one place that you can go to get all of a persons criminal records without paying. You may even have to go down to the county level in some areas. Remember though that usually these sites are specific to crimes in that area and not a true history of someones criminal past.

What you should do is just type criminal background check, free in your address bar, this will give you plenty to choose from. Good Luck.

Usually check your local Gov. page, they have free public records, I know they do where I'm from
