The KEY here is knowing what a topic sentence really is. It's the main idea or what that paragraph is really about. And if you think about it, when would you like to know what you're reading about? At the beginning? At the end? In the middle?
Obviously, you'd like to know right away so you don't waste your time reading something that's not on point, so your topic sentence is generally the very first sentence.
