They don't know any better. But their parents should have taught them. Lots of kids love nice clothes. Think of all the crappy stuff you had to wear as a kid.
Kids only stare at my clothes if I wear comic book character shirts.

(I have a 7 yo child)

At that time in their lives they are still taking in everything, the things they like, the things they dislike even the things their not sure they feel either about. You probably did the same thing, they don't mean any harm their just little sponges, you may be busy or may not know them but say hello, if you notice their looking at your "shirt" say "hey what do you think of my shirt" etc. Like I said its not to be rude their just really inquisitive. And yes, they dont know yet that staring is considered impolite, but at the same time adults stare to, I mean if you were to see a famous actor, what would you most likely do...stare! LOL! :)

Because they have curiosity but are still egocentric (ie not self aware) - they don't realise their effect on the people they are staring at. It's not a bad thing, it's just a stage of development.

Maybe they think something is pretty or shiny or they really aren't staring AT you, they're just staring into space and you happen to be in their line of view.

Because they haven't yet worked out for themselves that stareing at people makes them feel uncomfortable.

Or maybe it's because they can get away with it!

They are programing their brains. If you see some one that reminds you of some one you saw at that age and your memories are good you will warm to that person. Have a think back to when you were that age
