Hera, Athena, and Aphrodite. Paris got in trouble because he picked Aphrodite, the goddess of love. Needless to say, it's not wise to tick off the goddess of war and the wife of Zeus.

So many correct answers.
Except that in the end, Paris was not judging beauty, but auctioning off his services as a judge ... sort of an early Olympic Figure Skating judge. He raffled the golden apple to the goddess who offered him the prize he most desired.
There were
Hera (who offered Paris dominion)
Athena (who offered him wisdom)
and
Aphrodite (who offered him the love of the most beautiful woman in the world)
Guess which he picked, and kidnapped the wife of Menelaos and started the war that destroyed his homeland and family.
