The people that live below me have just moved in about a week ago. They are always on their balcony talking real loud late at night, past 11 and if they are inside they are either listening to thie radio very loud, or watching movies very loud. I don't mind some noise but it gets to be too much when I have an 8 month old who has woken up because of it and I have to turn my own television up to hear. I have spoken to my property manager on many occasions, some had to do with one set of neighbors in the past. They would be on their balcony partying at 4am. Finally, they have quieted down. I have called the cops but the neighbors just lie to them. It is unfortunate because other than the noise problems, this is a really nice place and I would rather not move. What is considered excessive noise in Massachusetts and what can I do when the property manager does not cooperate?

I have a similar problem with the people who live above me. I complained to the apartment manager and have called the police on them.I even taped the noise and them with my video camera.I showed it to the managers and all they did was have a sit down meeting with all of us.Didnt do any good cause they are even louder now. I quit complaining cause it did me no good and the cops so not want to hear it so I have had to learn to deal with it.

I know you don't want to move, but it seems to me like you keep having this problem and it is better for you to move somewhere that has families like yours instead of trying to get the neighborhood change to match your needs. I think it is the wrong complex for you to live. The lifestyles just don't match.
