Mainly because their kids are better than other people's. And of course, being a lesbian, Mary Cheney couldn't get in. Bush just turned 60, Cheney isn't much older, and they just raised the recruitment age to 42, so I'd bet Elizabeth Cheney could get in if she WANTED to.
And no, people can't insist their kids go in the military, but if the occupation of Iraq is as important as they say it is and they have raised their kids with the "proper" American values, the kids themselves should be ready, willing and eager to go. The parents should also do everything they can to encourage their kids to enlist if the above is true, which, of course, it isn't.

Who cares about their kids? Go ahead and criticize Bush's mediocre 1-2 years of service for the National Guard, but that's probably 1-2 years more than you ever gave to your country. Go ahead and criticize Cheney about his mishandling of Iraq (some is warranted), but at least he's in a position to really try and help America for the foreseeable future. Not like us arm chair politicians.
By the way, last I checked, Bush and Cheney can't just send their kids to Iraq. Their kids are adults who can make decisions on their own.

I was in the NAVY for 6 years, so I am well qualified to respond.
Gays are not allowed in the military and drunken party girls are not allowed on the front lines in hand to hand combat.
The real answer is simple...
The war is a fraud, Saddam agreed to allow inspectors into Iraq BEFORE we attacked, therefor we already knew the war was a mistake. (Dont take me wrong, I dont like Saddam, but he was not a threat to the USA.) Bush was playing god (whom he thinks speaks to him).
Did you see the photos of GW searching for WMD's in the Oval office, shame. If I had lost a Son, Daughter or Family member due to the war I would be infuriated.
The whole "democracy" was was an afterthought designed to cover their mistake. The war was sold to the American people as a TWO month invasion and exit. Red-neck Americans bought this because they wanted REVENGE.
It took Germany TEN years to establish democracy after WWII ended. Do we think we can establish a democracy in a country that has waring religious extremists factions killing each other?
I love my country, but come on...how blind can we be as a nation, how long can we continue to allow the government to perpetrate such a lie?

Cheney's kids, Elizabeth and Mary, both exceed the age limit for voluntary service... Besides, Elizabeth has 4 kids that the nanny takes care of while she trots off to rake in lots of $$ (a job Daddy arranged).
Dubya's kids, I suspect, wouldn't last 5 minutes without becoming victims of "friendly fire". Guilty by association, I suppose.

Jenna and Barbara? So they can teach Iraqis how to party?
They could open their own nightclub in Baghdad.
And Cheney's daughter wouldn't be allowed in the military.

Because it is up to their "kids" whether to join the military or not.
The military is purely a voluntary force right now, no one is REQUIRED to join.
Since there is no conscription at this time, your question is more of a personal attack of the men and not a question of their leadership. This only shows that your inquiry is disingenuous and that you are ignorant of current events.

Regardless of the voluntary nature of the US military the elite families should encourage their children to enlist, at least if they want to stay as elites. actually I rather like the idea of masses of poor Black, Samoan, Puerto Rican, and American Indian veterans, maybe then they will get what they are owed.

That is stupid to ask that. The kids that are over in Iraq choose to go over there themselves. Their parents didn't make them go over there.
