between 10am -2pm the sun is high in the sky. with a high hummity it is posible to see a rainbow all the way around the sun

The only possible place you can see a rainbow form a complete circle would be over a body of water so there would be a good reflection.

The easiest way to see a circular rainbow would be to create your own. On a nice sunny day, take a garden hose and clamp your thumb down over the end. Spray the water up into the air--try to get it to mist up as much as possible. If you get your angle just right, the misted water in the air will form a circular rainbow.

You have to be fortunate enough to have a rainbow form when the sun is rather high in the sky AND the angle of incidence between the sunlight and the water in the air creating the rainbow is somewhat low.

On a sunny day, as a child does, blow a soap bubble and see the circular rainbow in it as it floats through the air.
