They're some kind of weird toy ball with a gyroscope inside. I'm really not sure what they're for. I've seen some sites that say they're sort of exercising your arms but I really don't know.
All I'm certain of is that you pull a rip cord through them (Kind of like Orko from the old He-Man toys) and then a gyroscope inside starts spinning. When you rotate it with your wrist the gyroscope will start to move faster and faster to the point of 19,689rpm (which was the record set with such a toy.) Later versions of the toy also included a counter and lights and stuff.

thoes balls they use for a multistate lottery they are like ping pong balls and they blow and the one that is blown up into the hole they pick out and that is the ball with the winning number they have like numbers from 1-50 something.
Superballs are the ones that bounce all over the place you get for twenty five cents from the machines in front of the grocery store.
Laundry balls are the balls you put fabric softener in so you dont' have to "remember" the rinse cycle.

A 'power ball' is a small 'ping-pong-sized' rubber ball, that can bounce extremly high ! !
they come in all kinds of colours and designs, and u can usually buy them from toy stores. From the smallest toy store to usually the biggest ! !
