they look a bit east, but when i was out there for school, they considered themselves midwest.
though i think because the terrain changes on the east and west side of the state, their identity is a bit mixed. cleveland on the east, had a lot to do with steel in its heyday, so they identify with the rust belt, which is western east coast too. but as you go out west it gets flatter and much more like the plain states, so what these people do, and their day to day experience is much more like the midwest states, so that's where they tend to identify.

It could be called part of the Midwest or part of the Rust Belt, but not the East coast.

Don't tell an Ohioan that Ohio isn't in the Midwest although geographically it is more in the east. And it is definately a rust belt state.

There are elements of all three in Ohio; it is culturally and physcially part of the U.S. midwest, it is part of the "Rust Belt" because of all of the heavy industry such as steel and rubber that dominated the economy several decades ago, but are no longer in the forefront of industry, and it's part of the Eastern time zone, even though it's not on the coast.

Midwest.
But personally, I'd consider it more Mideast. Midwest is more like Minnesota, Wisconsin, and Illinois.
