The phone alert works by picking up the incomming or outgoing transmission from a mobile phone.
As it takes a second or two for a text or phone call to to be recieved or sent from a phone, the tardis alert picks up the inital transmission which sets it off.
Some televisons / radios act in the same way just before you receive or are sending a text you will hear interference, this is the signal that the phone alert picks up.

well when placed by a mobile phone any incoming call or message will cause the tardis flasher to flash, it works by picking up the mobile phone signal and using its energy basically, just a handy peice of kit if you stone deaf or want phone on silent.
