Depends on your definition of 'mess'. Talking and communicating are the best ways to diffuse a situation. Remember that things said and done in anger leave lasting marks and may never be able to be erased.

It really depends on how they are messing with you. If they are breaking laws, call the police. If they are just being a nuance, ignore them they will get tired and stop. They are probably wanting a reaction from you. Move on, you have better things to do with your time. GOOD LUCK !

Have a huge party and invite everyone that person knows that you also know. Get everyone drunk and then start talking poorly about that person. Heck, make stories up about farm animals and that person. Then explain your problem to the biggest and meanest people and ask if they will assist you in your dilemma. That should do it. If that doesn't work, order pizzas and have them delivered to the persons house. Order from every pizza joint in town. After the 3rd or 4th time, no one will deliver to that house......That'll teach 'em.
