Was it Nixon or Reagan? Is it still practised today?

Nixon was the first to use it during the Watergate Scandal. It was created by Dulles, director of the CIA. As far as I know it hasn't been used lately but who knows...odds are best it is though

A version of this has probably been in place since the invention of modern journalism. When somebody might find out that something has been done that is illegal or just plain wrong plausible deniability is needed. This gives the politician, chief executive officer and such the ability to say" I knew nothing about this". They gave the order but did not have anything to do with the way it was executed. In a watchful population this only protects the party for legal entanglements. The knowledgeable population can still judge the results even though they cannot pin fault on the leadership.
