Wash it with the wrong load. Or just dry it a long time. Or cut it then sew it back smaller.

who knows you can put it in the washing machine and it will shrink but remember check the tag and make sure it says 95 or up with the % of cotton if it says that then you'll know that it will shrink big time

Wash it in hot water then stick in the dryer but watch it if it's color then wash in cold water then the dryer.

"If" its new, you can soak it in hot water..wash it in hot water....then dry it til its really, really dry. If it has already been washed, you wont be able to shrink it much at all. It will likely only shrink if its 100% cotton. Good luck.
