That is like asking "what is the best car" The answer depends upon what you are going to do with it.

WebPages, Office integration, Database access, security?

Visual Basic is popular if you are interfacinf with MSOffice or doing object oriented work.

Cold Fusion is popular if you are working on webpages.

Flash is another web page tool, but used more for graphical work.

Assembly language.
In order to learn assembly you must know all about your machine (i.e. architecture). I'll discover what actually happens inside of a computer, how bits are manipulated etc.
A knowledgement about digital eletrctronics is also required for you to learn assembly (it makes learning easier).
Assembly language gives you unrestricted access on ALL machine resources. You can do everything you want and figure out your computer can do more than open/close coloured windows.
All others visual programming languages are for dummies. They think they know how to program, but actually, they just know what the language (they use) lets them know. They don´t know everything.
Assembly programming is an art.
It's not for everyone.
If you learn it, you can learn every other programming language.

C and C++ for performance an application, although I find that people tend to go overboard with OOP when using C++ to the detriment of their application's performance.

From a business perspective, it might be better to use other languages in particular situations.

The "best" programming language does not exist...
Ask to some, and they will point out COBOL... :-/
But, if you want performance, and usability, I would advice you C/C++/C# (C sharp).
According to me, the best compilers for these languages are:

- http://www.msdn.com/express (Free version of Visual Studio, C/C++/C#)
