I don't think it meant G'n'R was lieing. If you recall the cover looked like a collage of tabloid headlines. And Axl always had a problem with the media supposedly telling lies about G'n'R (listen to Get in the RIng).

So I'd wager it is a shot at the media for telling lies about them, and lies in general, to promote sales.

My impression is that the title and album art were the band's way of "poking back" at tabloid gossip and rumors surrounding them at the time.
