On the Smallville TV series, it is Lionel. But according to the Official bio of Luthor on DC's web site, his parents names are "unknown".
At one time, before John Byrne recreated Superman in the late 1980's, the history was that Superboy and Lex were good friends. But Lex had a experiment that went wrong (he was trying to find an anti-does for Kryptonite), and started to fill his lab with deadly fumes. Superboy rescued Lex, but the effect of the fumes caused all of Lex's hair to fall out. He blamed Superboy for that , and became his enemy.
Before the relaunch Lex had parents, who were so embarrassed by his criminal actions that they moved away and changed their last name the an anagram of Luthor (believe it was Thorul). Lex had a younger sister who had a crush on Superboy who made a handful of appearances. She also had a name that started with "L". but its been too many years. I am sure that they gave his parent's name back then, but I don't recall.
