Depends on your definition of cuss word. If you consider "cuss" to be derived from "curse" then any word that labels someone in a negative manner would be a cuss word. Unless you are far from the norm the word "whore" is always a negative label.
On the other hand, "whore" is an uncensored word in public media. There are only seven or less words that are considered too foul for network television and "whore" is not one of them.

I do not consider whore to be a curse word; perhaps the question to ask is cuss considered a word used in the vernacular. Where I come from, people don't cuss they swear.

Depends on the context. It is a defined word that describes a prostitute. I don't think the FCC censors the word. Now of course it is not considered a nice thing to say though. You can find the word in history books describing prostitution since being the oldest profession.

Websters Dictionary states that a whore is a man or woman who engages in sexual acts for money. It also states that it is a venal or unscrupulous person. While technically it is a legitimate word that is not considered profanity, it certainly can hurt a person when directed towards them in a derogatory sense and therefore be perceived as profanity.

Not to me. Then again the only word I consider a cuss word is when Gods' name is used in vane, and all the rest are just "bad words" designated "bad" by man.

It's not tech a cuss word. However I feel it shouldn't be used in modern language due to the fact that it has a negative connotation and basically it would be rude to use. when ever I try and curb my sailor's mouth I try and think can I picture my grandmother saying this.

i don't think its a classic cuss word, but its certainly a dirty word that is inappropriate in many places. i wouldn't let a child say it, but then my mom wouldn't let me say "fart" or "suck" as a child. She just didn't like the sound of it. Though i did get away with a few other words on occasion that were worse than the above.

Any word that you wouldn't want to say in a church building - or in front of your grandma, i think is considered a cuss word.
