If the pop up blocker is what is keeping you for the site, then hold down the ctrl key and click on the link to the site. That disables the pop up blocker for that one time and may allow you to reach the site.

I'd start by specifying in the Toolbar that popups are allowed from this site. Next I'd check in Tools, internet Options and Content to ensure someone (or a virus) has not marked this site as a restricted site. Then we're back to checking for viruses.

I think using a different browser is a great idea. I was going to suggest changing your security setting to allow cookies from the site.

Most likely, that site was filtered. If I may ask, what site was it? If it's something that is not suitable for kids or young adults, that may be the reason.
Web sites can be filtered so parents can be assured that their kids won't go to sites they're not supposed to go to.
Also, your Windows security settings may have been modified to include this site (prohibited site).

it may that ur ISP has filtered that site or refresh ur page in another time, it may that the server of that site is busy at that time, you can change ur browser and try again!
