LOL! Uh, no, he didn't.
You really should do more research on it. It would disabuse you of this childish conclusion.
Basically, the US was prone to support Iraq against Iranian aggression, as a successful Iran would have led to a theocratic tyranny in control of the Middle-East Oil. A bad thing for the world.
The US bullied the Import-Export bank to provide Saddam finanancing, so he could get loans from other international banks, and then buy weapons elsewhere. Obviously, he used this to also build a WMD program, but that source was not the US.
It was not a high point in US foreign affairs, but it was a realpolitik geopolitical decision.

The majority of his weapons were home-grown. In fact the gasses used to slaughter the Kurds was a completely domestic brand cooked by uncle Saddam before we supplied him with anything. At that time Iran was a significantly bigger threat to us, and our foreign policy tended to look the other way at allied atrocities. Thankfully we are trying to rectify that problem.

Yes, do you know why we made money off him? Do you know that its called a business transaction and all presidents & administrations do it?! Do you know who he was fighting? Or do you just like to take things out of context and only share half the story?
What about OBL? Aren't you going to point out that the CIA trained and sold weapons to him? Do you know why?
How about your boy Clinton? Aren't you really really pround of him providing North Korea with nuclear information that they turned into a nuclear bomb?! If it was not for Clinton, North Korea would not be a threat to world peace BUT I guess you see pandering and appeasing to a brtual dictator with active gulags as a good thing.

Here, here now it is subversive to even mention such things. The history has been rewritten and this never happened. The Republicans have always been againt Saddam. You must be a Liberal (traitor) to say such things in a time of war.
