They're garbage, most are fly by nights that steal license numbers from reputable companies and put them on their own trucks.

Florida has strict laws for contractors. They must have a Florida license in order to operate. That was enacted to reduce the unscrupulous from other areas in times of disasters/hurricanes.

Bear in mind, there are no laws guaranteeing that a contractor must NOT do shoddy work. This is the publics responsibiliy to get references.
