Does France accept articles for the blind free of postage from England?

This is books only - Belgium has a reciprocal arrangement with UK and I wondered whether France was the same.

No, however, I'd be wary of French postmen trying to charge blind people excess postage charges because they can't see if the correct postage has been applied or not !

Why would they? I'm not aware of any postal service shipping anything free of charge for anyone.
