Use a hair dryer to warm it up. Or park the car so the sun shines on it.

I had a decal on my son's window that was there for about 20 years. I scraped off what I could then tried acetone but it was very slow going and making a smeary mess on the glass. I had a product called De-Solv-it; It worked great... loosened it up so I could scrape the remainder off very easily. There are several brands of adhesive remover that would probably work just fine.

If you read the directions that come with the decals, it tells you they are for temporary use only and that they will stick if left on in the sun for long periods of time. In a perfect world, you are supposed to remove them and put them back on when you drive around. I don't know anyone who does that. Anyway, you will have to take a scrapper (like you use to remove paint) and work slowly to remove it. If you are careful, you should have minimal or no damage to the glass.

Put some acetone on a rag. Rub it over the decal. Don't drip.
Once it begins to soften up a little use a hard plastic spatula to scrape it off. Repeat.

Just scrape it off unless it's on the inside on the rear window. If you scrape that you'll damage you defroster.
