The clients are ok, but the problem is the staff. I can't get with them and they are indisciplinate. I need a LAW to give them so that work would be fun.

You will need to do some research locally. Laws vary greatly from state to state in the US...and other countries vary even more. I would contact your localLabor Bureau (or equivilant) to find out what the laws say you can/can't do. I would then find a local business group (ours is a _____ City council of business/employers) and talk to others in the same area that have already had to go through this process.
Just because you have the rules written out, does not mean that work will be "fun".
