I would say pacific poker, since it is one of the biggest and most trusted poker room.

According to pokerpulse.com, the site that tracks the amount of online players at the different poker rooms and networks, Party Poker has the most players. I have also heard that Party Poker is still the biggest online poker room in the world.

Pranker is correct IMO, PokerStars (not just .net, also .com) has a huge group of players on there. But when selecting a Poker room, don't necessarily look for the most players; if you're trying to play freerolls, the PokerStars freeroll system qualifies in my eyes as rhetorical garbage. And there are a lot of abusive players on there who will try to take advantage of the system by slowing down play at their table while the next table plays normal game speed; this puts them through more hands compared to the slower table; very common in satellites like the $2 WSOP satellites I've played in. It's horrible when this happens at your table with you being the short stack, too, as it gives you fewer hands with the turbo blinds every five minutes in some games; it basically gives you one fewer round of the table once the blinds reach a level that will empty you by the small blind.
Basically, I'm saying stay away from PokerStars. Try other rooms like Fair Poker, maybe Absolute Poker (also play money tourneys and table skins, and $100 freerolls!!), and definitely Jet Set Poker (after a bad start, I have discovered Headhunter tournaments, fantastic).

not sure who has the most, but you get an awful lot on VC Poker with brits, europeans as well as americans and people outside as well, very good mix.

It has to be one of three websites. Pokerstars, PartyPoker, or ParadisePoker. I think it probably is PartyPoker though.
