was just given a beautiful buffet from the 30s (i think). i am about to start refinishing it, but the veneer is bubbled in a couple of places, the worst one being on a seam. how can i fix the bubbles. thanks.

If your piece of furniture is old and beautiful. It may have antique or collector's value. Repairs that can be seen might lessen the value. Refinishing furniture with antique or collectible value will also lessen the value, even if it looks better after refinishing.
Bubbles mean the veneer is no longer sticking, the glue has failed. If you can get under the veneer, without damaging it, good quality furniture glue, thinned, and in a syringe might work. Once you get the glue in, put some weight or pressure on the repair and leave it for at least 24 hours.
You may also want to consider hiring a furniture restore/repair service. Yours sounds like a tricky problem.

Moisture caused the damage in the first place separating the layers. You have to re-open the bubbling and apply a non-expanding glue such as Bond Tite into the opening, press the layer back down and wipe off all the excess with a damp cloth. You may have to use something to keep pressure down over the bubble so it adheres well, such as a heavy book with wax paper between it and the table. When you're done, be sure to seal the table well with polyurethane or a similar sealant depending on your preferences.

Fill a syringe with tightbond moulding glue and fill the bubble then use a roller to squeeze the glue back out. Wipe off the excess glue and let dry. (about a half hour.)Then sand the surface with #120 grit until flat then with #220 until smooth.Then restain.
