I own a Mini PC by Aopen. This is a regular PC that came with windows XP pro media center installed - I guess this might be what you are looking for.
I do like this little thingie very, very much. It sits on my desk and takes up only very little space. There is a very special fan inside, this is so silent, just like a distant, faint summer breeze. I can barely hear the hard drive, and this one shuts down when not in use for a while.
I also run my personal website from this thingie - so it is always on. It does not matter, it is just sooo quiet :)
Performance (normal use) is perfect, picture, sound also perfect. Connectivity is good.
- I guess this all would be the same for the mac mini since the shape is identical and the specs are alike.
Aopen builts this pc as a barebone, which means the reseller puts in standard available parts to make it into a full PC. The parts they can use are commonly used for laptops - and they cannot use the ultra fast stuff because the cooling is limited - they would like to keep the fan at low.
Mine has a 100Gb hard drive, a DVD burner, 512Mb internal. Having more memory is desirable for heavier use.
Prices are between Desktop and Laptop for both of them. So that is more expensive than a regular desktop. On top of that, these things are tougher to expand than regular desktops for the hardware list is limited to certain laptop components. This should not be a problem since a lot of wardware is available with firewire and USB connectivity.
I believe people are usually happy to own either of them. Choice for eigther one depends if you favour Apple Mac or Windows.
Personally, I believe running XP on a mac is still a bit odd. And I believe that might not be what you want, really. Stories go that some managed to do it, I think however, this can not be done with a normal, straight forward install. For me, it was such a pleasure to get a PC with windows pre installed... I highly recommend this.

no, not really... it's just like having the best of both worlds - Windows Xp with a Mac Hardware
