Because they aren't black. They're ultraviolet. The inside of the bulb is coated with a substance that reacts to the UV light to give off that peculiar glow to let you know the bulb is working.

They look purple because they emit ultraviolet light (at the lower end of the spectrum where visible violet light merges with low frequency ultraviolet) and are covered by a dark bluish-purple glass called Wood's glass.

Because it's the effect that there giving off that they need not the actual light. Also if it were black do u think there would even be a light effect off of it? It's just the name that makes most people not understand.

they are actually emitting in the very blue end of the spectrum (near ultraviolet), they are called black because unless there is something to fluoresce in the visible region that we can see, the ultraviolet light is not seen

the light really isnt black. A room has to be dark to see the light.
