The best thing I recommend is PILATES! It's awesome...a little intense but so worth it if you want kick *** legs and body. It gives your thighs that long lean look. I don't think you should be working with weights, because too much of it would build bulky muscle. Also try changing your diet. Lean meat, colorful veggies and just a little non complex carbohydrates can really make a difference. Key thing to remember is never to indulge in useless junk food!

Now is a great time to start an aquatics program. Even if she doesn't know how to swim, she can begin a movement program that isolates her target areas. Water workouts are particularly beneficial because of the virtually no-impact environment due to buoyancy and the heightened level of resistance offered by the water itself.
My best suggestion for slim legs is a lap-swim workout. This can still be done with a kickboard without learning to swim, per se. Your best results will come, however, from lap swims, alternating between various kicks and strokes to isolate your areas. Schedule a session with a swim coach or aquatics trainer so she/he can show you the proper forms.
If your friend is shy about showing those legs at the pool, tell her to just bring a towel poolside and cast it off just before entry. Everyone's legs look weird IN the water!
My last comment is that you must must must consider body type. If you are shaped like britney spears (medium, curvy), you'll never get your legs to look like jess simpson (slender, lean). If you try to turn your legs into something that they are not, you will end up very unhappy and unhealthy.

exercise and lower carbs and watch calorie intake. Weight loss is not always bad as long as it doesn't go to the extreme. building muscel my help slim thighs a bit. tell your friend to do leg lifts and stretches each day.

of course. excircise helps, as everyone bfore me says, but builds on your thighs. TRY BALLET. if u learn it right, it's very probable ur legs and body will get stronger, but not fatter.

its just her body shape there is nothing wrong with it. but if she really wants to she needs to do LEG exercizes, like running, squatting ect.
