I don't actually have kids, but many of my friends do. So to the answer.................none of them really. The bigger the pressie , the bigger the box. The pressie will usually get played with for a few hours, and the box played with for equally as long if not longer.Thus making the toys . all of them really, not very good value for money.
A good tip. Go to a company that provide packing boxes, ie: "the big yellow box"., or what ever its called, buy 1/2 a doz large flat boxes, take them home , put them togeather, make a big card castle/ wendy house, and the kids will have hours of fun for a lot less cash. Half the reason so many adults spend as much on their kids as they do is 1/ through guilt, 2/ to make up for other shortfalls and 3/ to show other parents what they can afford.
Like it or not. Other adults agree with me and I hope you can see my point.

Aged 1-5 years, generally the toy receives less attention than the box it came in. So probably a cheap toy in a big box.
Post 5 years, my son's used his football and lego sets most.
Bikes are usually a favourite with kids.

For Christmas, I bought my three year old boy a 'Bounce Bounce Tigger' which he had been asking for for ages. When he opened it he was soooooo excited and said 'Wow, that's what me always wanted' I nearly cried I was so happy! Five minutes later he lost interest and it's not been out the box since. Two months ago I got a new pc and it came in a huge box. We emptied the box and I let him paint it and make it into a car. It took him days to make with paint and paper and he still plays with it now. Cheapest thing I've ever given him and he enjoys it way more than proper toys.

A frisby,cheap at £2.99 and we spent many hours and hours in the summer in parks.lots of fun,fresh air,exercise.There are that many obese kids these days with lazy parents who go to mcdonalds,etc.They cant be bothered cooking a proper meal,with veg.You dont need to spend lots of money on kids,they need to learn good values in life,it makes them more appreciative.Plus with a frisby they have the best sleep ever.sleep=a break

A big backyard. My kids have had more fun playing in the yard, catching bugs, playing with the dogs and just enjoying time playing with Mom and Dad. They can't break it, ruin it or do anything to it that can be fixed with a shovel and some dirt. (which they enjoy as well)

no toy was as valuable as making my child aware of God. Church is free and so is knowing about and following God. My child's best toy may have come from the many Christmases we shared to her with the word of God.
