nigeria has very severe problems with hiv - though not really as bad as uganda, zambia, rwanda, burundi, and congo.

nigeria has the usual african problem of an under-resourced and for the most part badly organised health- and public-information- service.

it also has a large, rapidly growing, and highly mobile population - especially in urban areas (large restless populations are an obvious vector for hiv transmission).

and then again nigeria is very close to the putative origin of hiv, which may have been in uganda or cameroun.

overall nigeria was simply in the wrong place at the wrong time. and it is difficult to move the largest country in africa.

there is a theory that while live vaccine trials of polio virus were being carried out in Africa, the HIV virus got injected in humans with this live vaccine (that was grown in monkey).

this is believed to be the reason for finding more of cases of HIV in Africa.
could same theory apply for Nigeria too?
