After you get the domain you need:
1 - Find a hosting
2 - Setup your domain with the DNS Servers your hosting provides to you
3 - Develop the web site
4 - Publish you web site (copying the web site files to you hosting)
You can find good hostings for as less as USD $5/mo.

Start with HTML
Then you need to understand and create pictures or images.
Then if you want anything dynamic you need to look at scripting languages like Javascript or VB script.
You will also need an FTP. This is a program to transfer files onto your domain.
Your service provider will have some helpful hints and tips on how to create your own web page.

If you are new to web development and design, and are not yet comfortable with HTML, CSS, JavaScript, ect., you can use FrontPage or Dreamweaver to create your pages without coding knowledge. There are several great resources out there. If you want to learn HTML, I recommend the Visual Quickstart Guide (best books I've found for programming). Can't remember the author....
