Mostly depends on where you live and the climate and where you work at, but being a former Girl Scout, I have found that it pays to be prepared and better to have one than not have one. With the advances in technology, many of them condense down to a few inches long and not very big around and you can put them in some jacket pockets.
One time when I was 9 months pregnant, I didn't have one with me and ran into a torrential rain when I went to make a delivery to a client and got totally drenched and made a horrible impression with the client; it made them wonder if was ill prepared to handle the weather if I would be so ill prepared at handling their account; had I not been pregant and that give as the excuse, we might have lost the business!

Of course! It's for skin protection. Nowadays, the heat of the sun is too hot that it can cause cancer. So don't expose yourself to excessive heat of the sun and when you're planning to go out, make use of an umbrella. It's cool!

Yes, because they will save your skin from the harmful effects of ultraviolet rays, and in turn protect from skin damages like sunburns or tan or rashes and in sever cases skin cancer. And mostly from premature aging of the skin/wrinkle formation, so take an umbrella whenever you go out.
