The have also added shredded paper but nothing else.

Possible if mixed with other things - few grass clippings (not too much together) - vegetable peels; a bit of shredded paper is OK but you have to be careful of adding too much ink.

Worms do not like citrus (or onion) so too many orange, peels etc., is not good.

Maybe Wiggly-wigglers or HDRA websites can help.

Citrus fruit peel won't compost at all, and will slow down the compost process. You don't add citrus peel to compost bins or wormeries.
Fruit tends to be wet and acidic and that's not going to help either; they might be better off with a wormery. Lots of eggshells would help balance out the acid. Paper is a good thing to add as it will help soak up the excess moisture, plus its a secure way of disposing of shredded documents.
It would be better if they could include teabags, coffee grinds, etc; and maybe teachers or parents could be persuaded to bring in grass mowings?

It should be, can't the gardener stick a few clippings on. Get a man to pee on it as well it really accelerates the composting process.
