I would use a wet dry vac and some water or better yet, a carpet cleaning vacuum that puts down water and then sucks it back out. It may take several attempts, but eventually you'll get it out.

If it's powder just sweep it up with a small brush and shovel, or use a car hoover. If it's on a carpet mat , just take it out and give it a good shake. If it's a liquid either use a big bath sponge and let it absorbs it. When you have taken most of it just wash with wet sponge ( use a different one) the left over residue and towel dry. Open car door and leave to air a little.

If it is powder detergent use the vacuum cleaner. If it is liquid use paper towels to absorb it

by grabbing the bumper, turn the car sideways and shaking the car...simple physics...detergent falls right out
