because in the US consititution, the President is the Commander in Chief and has the power to commit US forces to war

Because our nation is a constitutional republic, not a pure democracy. (A republic has some democratic elements in it, viz., the people elect their representatives--but then the representatives make/vote on the laws.) Congress alone has the power to declare war (Article 1, Section 8 of the United States Constitution). The President constitutionally only asks Congress to issue a declaration of war--he does not issue it.

& Americans in general can B forgiven 4 voting Mr Bush in2 power, where in his election waffle did he say he intended 2 attack Iraq?

Let's suppose the US were attacked by an enemy nation. You would want to wait months for an election to take place before defending yourself? Besides, what would be the point, most Americans usually don't vote anyway.

We elect representatives to decide what's "best" for us, the general population. The President is more of a figure head really.

WE CAN. indirectly anyway. When election time comes vote ALL of the incumbants OUT of office. IT is TIME they start LISTENING to WE THE PEOPLE. Let's vote all of them out, and vote someone IN office that will represent US / WE the PEOPLE.
