it seems like the one which is stationary is called an umpire and the mobile one is a refree.
can anyone shed a light?

Practically speaking, both are same, only the term used are different.

The term referee originated in association football (soccer)

in cricket and tennis umpire have rights to give their judjements on the events of the game and see to it that it goes according to the rules there is match refree also there who looks after players behaviours ..................

in other games there is a refree who does both the jib of umpire as well as refree .

The refree blows the wishtle and umpire doesnt.
