Depends on the writing style you are using.

For APA: Works Cited comes before the Appendix
For MLA: Appendix before bibliography
For Chicago: Bibliography before Appendix

The bibliography continually comes first in an essay as thats what the examiners elements a great number of marks for and key to teach no matter if the student finished plagarism or no longer . The appendices continually are summarised contained in the essay in some type of paragraph so, the examiners in straight forward words use the appendice to work out in case you genuinely did your analyze xxx
