well, if you have windows media player, it is possible to make it a bit smaller, but i'm not sure if you can do it as much as you're wanting to. i just do it by going to options > rip music > and changing the quality settings. you can get the lowest in wmp format. there is some degredation of quality in the actual song, though. and i couldn't tell you how to do it without either having it on a cd already or burning it to a cd to rip from.
it also depends what you're trying to do with it... if you're just transferring it, and don't need to play it, you could use winzip or winrar to compress it.

You have to change the bit rate use an app called Magic Audio Coverter
Sampling frequency also impacts fidelity. The sampling frequency is essentially the number of times the sound event is quantized within a given time period. Sampling frequencies are specified in KiloHertz (KHz), a term meaning samples per second. The key in understanding how sampling frequency affects fidelity is the Nyquist sampling theorem. Basically, when applied to audio signals the Nyquist theorem states that the highest possible pitch in the sound is one-half that of the sampling frequency.
For example, "CD-quality" sound requires 16-bit words sampled at 44.1 KHz. Essentially this means 44,100 16-bit words (705,600 bits) are used to digitally describe each second of sound on a compact disc. The highest pitch possible is 22.05 KHz (approximately the top of human hearing range), which is half of 44.1 KHz.

Yes, you compress the song and the player needs to be faster, more memory.
If it was recorded small then the quality is lower. then there are things such as variable bit rate recording. Usually this is best, its harder to measure, and compress also.

in all probability a faux. the final thank you to confirm is what record type it rather is. If it rather is a 299kb MP3, it rather is a faux, and be careful (or it rather is rather rather short). maximum MP3 songs are around 3-4 MB.

Yes, it’s possible if you change its bitrate, but it also means very poor quality.
