The only way any type of corporate entity can be forced to do something is either by law or by making that alternative a more cost effective and more profitable. Why produce more environmentally economical fuel when we can pump out dirty polluting crude oil and make a pretty profit for it?

By making them store the natural gases produced which are often just burnt to det rid of it as it's rather expensive to refine it.
