If you insist on the word "cheapest", you should try Karol Bagh area, it is central west Delhi, connected with round the clock public road transport besides metro rail at Pusa Road. In Karol Bagh you may find hundreds of "cheap" "Cheaper" and "Cheapest" places to stay in various forms, shapes and sizes.
Further down to West Delhi, Rajouri Garden has three reasonable actual hotels, but not cheapest.

Karol Bagh is not far from Paharganj why not consider Pharaganj. Ther used to be a super home guest house on Barbar Lane near Karol Bagh; but I fear it is gone....Owned by two wonderful Brahms..but that was 1989.
Consider Pharaganj Near New Delhi Train station..many young westerners stay in this market (it's the cheapest accommodations you will find in Delhi). For one, it's one the best places for a Westerner to shop in all of India, styles are geared to western tastes: clothes, etc. And practically anything that can be bought in India can be found in this market.
If you can take the grim (you get used to it) it is an exciting place to stay and very reasonable...
Also since so many westerners stay here you can get things that will be hard to find in other parts of Delhi like western breakfasts, banana pancakes, chocolate pancakes, muesli. Unless you like hot and spicy for breakfast!
I stay at The Moon Palace in allay off main market near vegetable market. If you decide to stay in Paharganj, there are 2 Moon Palaces (do not stay in Moon Palace Deluxe)..you should be able to get a room for 300-400RP about $6.50-860 (at 46RP to dollar) a night...anywhere out side of Paharganj is going to be more expensive. New Delhi is expensive by Indian standards.....Another reason Moon Palace is good it's off the main bazaar and is quite. No hotel in India is quite take silicon eye plugs if noise bothers you! Tell them you are friends of Stuart and Louise (if that doesn't strike a cord say "You know the lady that sings 'The gangamanta'",and Gangamanta said to give you a good rate. The boys at the hotel are pretty good and will keep and eye out for you.
If for any reason you need medical attention or vaccines (you can get them in India for about 20% of the cost in USA. Dr Gupta (just ask everyone knows him about 2 blocks from hotel if you take the short cut) (our doctor in India and a good friend) can administer to you. He is safe (use packaged sterile needles) and very knowledgeable.
If the Moon Palace is too much cultural shock (It's really pretty good for the price) just look around there are hundreds of guest houses and hotels in Paharganj.
