Simple answer is security is NOT so good. I've heard from the British media that very few fans are properly searched. It was planned to conduct full searches on every single fan entering the stadium but I understand that the German prime minister/president/whatever decided against this as it was completely impossible to thoroughly search uto 65,000 people entering the stadium.
I assume anyone carrying bags or who has bulging pockets is likely to be searched but the average fan has little or no checks done.

I think the flares that we saw are only a few that were not found.
There must heaps that are confiscated.

When tens of thousands of people flock into the stadium all at ones, minutes before the game, there's no way security are gonna check every single person. That's my thought.

They have RIGHTS you know
Everyone knows criminals have RIGHTS
They have the RIGHTS to burgle your home,
You have no RIGHTS to protect your home
They have RIGHTS to carry weapons to injure you whilst commiting crimes,
You have no RIGHTS to defend yourself
They have RIGHTS to sue you IF you hurt them whilst commiting a crime,
You have no RIGHTS to sue them as they say they have nothing.
So we as law abiding CITIZENS do have one RIGHT that is the RIGHT to shut up an put up with it.
If security did stop someone to search,
They would probably be sued by them.
