If you go on to right move and click renting then you can search for the area you want to live in and it will show you all properties for rent in that area.

Councils only "rent" houses to locals, so you would have to rent privately. Once you have gained enough points according to the rules of the council you will be put on a waiting list. Or come back to this country as an asylum seeker.

If you presently live in a council house you can ask your own housing department to put you on the National mobility exchange list.
If you are not in a council house you will have to contact the local authority for the area to which you wish to move.
The Highland Council has a points scheme, whereby if you are wishing to move to the area for a specific purpose ie. to work, or to care for elderly relatives you will be given credit for this.

Contact the local council. If your already in Council Accommodation, they will swap tenants with other Councils. The Council I live - South West England - in was accepting tenants from London.
