mainly the indian government of today does not want to pursue this as it does not consider itself as the heir to the Mughal Empire. In fact, if any government were likely to pursue this it would probably be either Pakistan or Bangladesh.
This is mainly as a result of the power of Hindutva parties in India.

Why should India get it?
Well, lets assume that if india gets the diamond, where would it be put up? Lalu would like to keep it in Rajdhani Expresses, where as Left would certainly like to have it in Kolkota. But eventually it would land up in the showcase at madam's house.
Any ways, neither punjab nor Andhra (the places where it used to reside) would get a glimpse of it.

They were cowards because they took advantage of India's friendliness and hospitality, and molested her in the worse way possible.
