I am not sure about the Windows versions that are older than Windows 2000. But in Windows 2000 and Windows XP, you can install the Chinese character files that come with the CD. And then you can set up the input method. There are many ways to input Chinese characters. You can do it by the number of strokes, pin yin, or some other methods. Once you have all these set up, you can type Chinese without any special software.

For the all versions of Windows, you can install some Chinese software to enable you to type Chinese. Some of the more popular ones are Chinese Stars and Twin Bridge. These softwares not only give you the ability to type Chinese; some would even do the translations (English to Chinese or Chinese to English) for you. The translations can be done on a web site or on a document.

Go to:
Control panel,
regional and language settings.
Languages tab,
click on "details",
click "add"
choose input language as 'Chinese (PRC)'

and you're done! You should see a language icon appear at bottom right side of your screen. Press alt(right side) + shift (right side) to switch between english and chinese
