Cheap, how much cheap - dormitory?! common toilets/bathrooms.
Anyway, for a good - decent - 2 BHK or 3 BHK in Delhi, try co-operative group housing societies' apartments in IPEX, Dwarka, Rohini, Noida, Gurgaon etc.

Are you talking about accomodation for short time like a hotel / guest house?
or accomodation for long term like a house on rent?
If you are looking for a house on rental basis, what kind of accomodation, like number of rooms and facilities are you looking for and what kind of rent can you pay? Are there any other preferences like area, distance from a particular place etc. etc.
Any way, you get decent accomodation for a comparitively lower rental in the townships outside Delhi. Places like Dwaraka, Ghaziabad and surroundings are making name for their decent accomoadation with good living conditions.
If you want to live in the city, then there are several areas but the range is vast and is difficult to pin point to a particular location.
