Seriously, the way to avoid flooding is to move from low lying areas. Having lived many years in a flood zone, it cannot be beaten completely. The water must go somewhere. If you channel it, there are severe environmental consequences (no, I am not a tree hugger).
The Army Corps of Engineers tried channelling a flood area years ago and the swift flow of water caused downstream contamination (the water wasn't filtered as it would have been if it travelled over natural terrain).
Move to a higher elevation or prepare for water.
