The most obvious and fundamental difference is where astrology seeks to use the positions of stars (planets included) in order to foretell the future, tarot works using a deck of cards.
I'm unaware of any particular shuffling method required, but it should strike a person as obvious that, while all astrologers, working with a given person of given circumstances, have the same sky to work with, each tarot reading will take place with uniquely ordered set of cards. Thus, assuming that those who study these crafts actually follow rules and guidelines in their divining, two astrologers should be expected to give you the same (or at least not incompatible) readings on any given day. Tarot card readers simply cannot be expected (shuffled decks of card being what they are) to have a similar conclusions from two different sessions on a given day, with any regularity.
As for accuracy: The Magic 8 Ball really narrows your answers to a few, easy-to-read responses. If you're going to follow a blind leader, at least that one is quick to respond, and easy to understand.

You can do a tarot card reading using an astrological spread. You use 13 cards and lay them out in the formation of a horoscope chart 1 for each house starting with the 1st house and moving in a counter clockwise motion forming a circle until there is a card in each 12 houses, the final outcome card (the 13th card) is placed in the middle of the circle. Each card is read as to the meaning of the card and how it corresponds to the meaning of the house that it is in, like 2nd house = money coming in and going out, 4th house= the home life, 10th house=career etc.

Astrology readings tend to be very vague. They depend on "science" and mathematical formula's to calculate and create a profile for a person.
Tarot at least is guided by your subconscious, while you handle the deck and shuffle the cards. Often you can end up with the exact same reading if you are focused on the same question each time you lay out the deck.
