I don't think there is a hotel reservation desk at the arrival terminal at Bombay. There will be lots of touts outside the airport but they will all try to steer you towards hotels in the suburbs.

I would suggest that you book yourself in advance for at least 2 nights before you arrive because most international flights arrive at night in Bombay and you should not be caught on the wrong foot. If your hotel does not meet your standards you can always shift to another location. There are lots of hotels at Colaba Causeway(you can't get more downtown than that)which cater to tourists with all kinds of budgets.
